This is only used when describing Franklin Half Dollars and very few coins are given the FBL designation. Of the more than 67 million 1963D half dollars that were minted, the two premier coin grading services (PCGS and NGC) have only given this grade to a little over 6,000 coins.
The other coin was graded as being "MS65". This not only means that this coin was never circulated, but it was also well struck and only has moderate marks on the coin surfaces.
